You can use the Live Text feature in 2 ways to open the link.
Apple's Live Text feature is only supported on certain native iOS apps like Photos, Safari browser, Camera, and Quick Look. So you can't use Live Text on videos playing in other apps. For example, if you pause a YouTube video, you won't have access to Live Text. If you want to grab links from such videos, you can take a screenshot and use the Live Text feature to access the link of the captured screenshot in the Photos app.
