More than 2,000 inmates of the New Bilibid Prison (NBP) in Muntinlupa City have been granted permission by the Commission on Elections (COMELEC) to register as voters, Bureau of Corrections (BuCor) Director General Gregorio Pio Catapang Jr. said on Monday (August 12).

“Even if they are incarcerated, their constitutional right to vote must be upheld unless they are finally convicted,” he said.

Catapang explained that persons deprived of their liberty (PDLs) whose cases are still under appeal can register to vote.

The COMELEC on Monday launched a special two-day voter registration exercise for the PDLs of Bilibid.
