Bullheads are medium-rare fish in Valhalla that can be found around a few docks and rivers. They come in two different varieties, small and normal. Chances are that if you're looking for bullheads early in the game, you'll probably be doing the "Make Your Offering" quest, which requires you to sacrifice 10 small bullheads.
