There is an easy and a hard way to collect Pirate Jetsam in Final Fantasy 7 Rebirth. The easy way is to complete the Pirate King's Quest, which will give you the Corsair's Compass. This compass can show you the location of Pirate's Jetsam when you are nearby.
You don't need the Corsair's Compass to get the Pirate Jetsams. Trophy hunters will need to complete the Pirate King's Quest, however, to get a chance to judge certain enemies and complete their intel book.
