Senate President Francis Escudero has questioned the failure of the Department of Public Works and Highways (DPWH) and the Metropolitan Manila Development Authority (MMDA) to contain the ongoing flooding in Metro Manila despite a multi-billion dollar flood control budget.

Escudero has targeted the two agencies after the National Capital Region (NCR) and surrounding areas were inundated by heavy rains brought on by the southwest monsoon, intensified by Typhoon Carina this week.
“Large parts of NCR are flooded, so work and classes are suspended; we are mobilizing our frontline workers who are rescuing and evacuating affected families; generous volunteers and groups are organizing donation drives and distributing relief goods; after the rains,” Escudero said on Thursday (July 25).
“How long has it been possible to make a map that can be used to make a map? Is it possible to ‘build back better’?” he added.
