Street Urchin Cookie can be treated as a hybrid between an attacker and a support (for Fire-type Cookies only). The goal is to have her stack as many Burn debuffs as possible to increase her DMG output.
For bonus stats, aim for a mix of DMG Resist and ATK to improve Street Urchin's survivability and DMG output. You can also add some cooldown reduction, but don't overdo it since her base cooldown is already quite low.
