If villagers’ happiness is below 50%, no new ones will come to your town, and if it continues to drop, they will even start to leave. Foraging is the easiest way to have enough food, but it is useless in winter because there are no berries. You still have spring, summer and fall to gather enough berries, so make sure you have enough foragers to gather them and sell them at the market. When winter comes, you can switch foragers to hunt wild animals for meat.
