This is the safest and easiest solution to permanently disable a laptop keyboard. We use Device Manager to uninstall the keyboard and then prevent Windows 10 from reinstalling it.
Open Device Manager from Run dialog (Win+R): type devmgmt.msc in the command prompt. Or right-click Start and choose Device Manager utility from there.
Expand the Keyboards section to see a list of devices.
