To get one of the Sigils, you need to go to a grocery store in the capital and spend money to buy them. Sigils are used to improve your character by helping you craft different armors, weapons, and tools for them. So the rarer a sigil is, the more expensive it will be. Below is a price list for all the sigils in the grocery store in Devas of Creation.
To find the grocery store, you first need to reach the capital, which you can do by completing the main quests. You will eventually be taken there as part of this questline. Go there directly from the main entrance, where you first enter the city and where the teleportation stone is located.
After walking a bit from the entrance, you will come across some running water. Turn left here and you will find the grocery store. Go inside and talk to the NPC named Lillian Grainedon, who will give you the option to buy items. In the list of items, you will see all the sigils that you can buy.
