The Tow Hook Cannon is a random loot item in Fortnite, meaning you can find it almost anywhere, including on the ground and in chests. It also drops from large ammo crates. This means the best way to find the Tow Hook Cannon is to simply loot it any way you can think of.
Make sure to open every chest and check every item that looks blue from afar so you don't accidentally miss it. I've had the most luck finding it in chests, but it's just as likely to appear on the ground on the map too, meaning you should always be on the lookout for it.
