Stone of Priority is obtained from Forest Werewolf, a level 26 enemy found in the Elder Woods in Devas of Creation. The location is a bit far from the base camp, so it might take a while to get there. I've also marked the exact location in the image above for your convenience.
Once there, simply defeat a Forest Werewolf with any weapon to receive the Stone of Priority. Note that this resource only has a 30% drop rate, so it won't always be available. Luckily, you can find plenty of Forest Werewolves roaming the Elder Woods.
