You can get Conductive Metallic Foil in The First Descendant from Encrypted Vaults and Storage Boxes in the Vespers. Teleport to any zone in the Vespers and search for them with your scanner.
To open an Encrypted Vault or an Encrypted Storage Box, you'll need a Code Analyzer (or a Code Breaker, if you're playing the Hard difficulty). Depending on the rarity of the Code Analyzer, you'll be able to get more Conductive Metallic Foil.
