The quickest and easiest way to obtain Ultimate Ajax is to purchase him from the shop tab in the main menu. Unlike his base form, which costs 300 Caliber, Ultimate Ajax is much more expensive. You can purchase him from one of his two bundles, the Ultimate Ajax Bundle and Premium Ultimate Ajax Bundle.
The Ultimate Ajax Bundle costs 3000 Caliber and includes Ultimate Ajax, his Conviction of Steel Head & Body skins, and one Descendant slot.
