“I have no doubt that former President Rodrigo Duterte is the mastermind as he was the instigator and inducer of the killings in the war on drugs,” De Lima said in her opening statement before Monday’s hearing of the House of Representatives Committee on Human Rights.
“The drug war was carried out as an official government program of Duterte when he took office as president,” added De Lima, who was acquitted by the court after being detained for six years for her alleged links to illegal drugs.
De Lima said the war on drugs is an official government program under Duterte, implemented from 2016 to 2022 through the Philippine National Police (PNP)'s Oplan Double Barrel.
