Davao City Rep. Paolo Duterte has filed a measure to require all government officials, including the President, to undergo hair follicle testing and confirmatory urine tests.

According to Bill 10744, the “drug test shall use, among other things, two (2) testing methods, the screening test to be CONDUCTED BY A HAIR FOLLICLE DRUG TEST shall determine the positive result as well as the type of drug used, and the confirmatory test to be CONDUCTED BY A URINE DRUG TEST shall confirm a positive screening test.”
“As they are at the forefront of public service with the mandate of integrity and humility, it is imperative that civil servants and government employees be the very first to uphold this constitutional mandate by submitting to accountability measures that serve as a tool to address the fulfillment of this mandate,” Duterte said in the bill’s explanatory memorandum.
The measure means that drug test certificates issued by accredited drug testing centres will be valid for one year from the date of issue and that these certificates can be used for other purposes.
