Sen. Robin Padilla asked the Supreme Court on Monday (Aug. 5) to provide clarity on how the House of Representatives and Senate should vote on amendments to the Constitution.

“Without the declaratory rulings of the Honorable Court, these issues, as well as the unstable relations between the two houses of Congress, will continue,” said Padilla, who chairs the Senate Committee on Constitutional Amendments and Code Revision.

The senator pointed out that neither the Senate nor the House of Representatives is willing to yield to each other's interpretation.

“In other words, the same misinterpretations caused by the ambiguities that Congress is trying to resolve are thwarting all efforts to resolve the controversy,” he said.
