Presidential Legal Adviser and former Senate President Juan Ponce Enrile said former President Rodrigo Duterte was “erroneous” in issuing an executive order (EO) for the operation of Philippine Offshore Gaming Operators (POGOs).

“It was unwise. They didn't study it properly,” Enrile said in an ambush interview after attending the House Committee on Public Order and Safety hearing.
On February 2, 2017, Duterte issued EO 13, which authorized POGO activities outside economic zones.
“My God, POGO was banned by Cambodia, banned by many countries in Central Asia, and we took it over here. And why is it that you have focused on Bamban and Porac until now and without PAGCOR (Philippine Amusement and Gaming Corporation) being able to control them? Is that a wise decision? A wise activity?” Enrile said.
