Gammel appears in Coquillage Town and he works with a group of bandits called the Dark Talon. After you capture him and defeat him in a fight, he will tell you the story of his sick sister. If you believe him, you can let him go. If you capture him, he will be locked up. So you have to choose whether to believe his story or not.
