I think it could work well in Chien Pao and Baxcalibur decks where the goal is to use Baxicalbur's effects to attach a lot of Water Energy to Pokémon at once. You'll mainly use it to get rid of a benched Pokémon, like Radiant Greninja, or even to deal some damage to Pidgeot ex.
