Billy Butcher presumably has all the powers common to Supes. These include super strength, super speed, and super durability, although only the latter has been confirmed. When he kills Victoria, the Secret Service Agent guarding her shoots him multiple times. However, the bullets have no effect on him.
Butcher also has tendrils that come out of his chest and can tear apart a fairly durable Supe like Victoria with ease.
