U.S. Secretary of State Antony Blinken announced the assistance during his visit to Manila on July 30. The assistance focuses on immediate needs in Bulacan, Ilocos Norte, Ilocos Sur, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, the National Capital Region and Pampanga. USAID, in partnership with Catholic Relief Services and Action Against Hunger, will distribute food assistance, hygiene kits, emergency shelter kits, clean water and cash transfers.

"The United States is providing $1 million to ensure that life-saving aid reaches families in the archipelago affected by severe flooding and landslides," said Betty Chung, acting mission director of USAID. She emphasized the U.S. government's commitment to working with the Philippines to rebuild and recover from this disaster.

Since July 16, USAID has supported the Philippine Department of Social Welfare and Development and the Department of Human Settlements and Urban Development in responding to the flooding in Mindanao and Central Luzon. In addition, USAID has assisted the International Organization for Migration in distributing 700 tarpaulins and the World Food Programme in delivering 30,000 family food packages to Mindanao.

Typhoon Carina intensified the southwest monsoon, bringing heavy rains, flooding and landslides to the Philippines. The typhoon killed at least 14 people and displaced more than 700,000, according to the National Disaster Risk Reduction and Management Council.
