After announcing changes to its high-value storage policy for Photos in November 2020, Google is now clarifying what will happen to your existing and future photos starting June 1, 2021. Ahead of these changes to its storage policy, Google unveiled a new “Storage Saver” tier for allocating your photos toward your storage quota, as well as a “Review & Delete” tool.

The “Storage Saver” tier is simply the renamed version of the “High quality” storage that we’ve been using to back up our photos to Google Photos. Google is discontinuing free uploads under High Quality starting June 1, 2021, and this is the reason for the name change.

The name change from “High Quality” to Storage Saver is meant to help users understand that selecting the quality of their photo backups under the “High Quality” option will actually result in lower-quality, compressed photos. While you can upload your photos under the “Original Quality” or “Storage Saver” options, both would use your Google Account’s 15GB of free storage limit.

Yes, indeed. As mentioned above, it's just a name change and the quality of photos and videos remains the same under Storage Saver as it did under High Quality.
