Archie is hiding in the building between the Bazaar and the Annex, north of the Annex Landing Zone. Once you spawn in the landing zone, go up the two flights of stairs and then down the hallway.

Climb the third flight of stairs and then go past the two NPCs on your left. Look to the right for the fourth flight of stairs and you will see Archie standing around the corner. Approach Archie and press the Activate Good Boy Protocol button to give him some well-deserved pats.
