The Trident is locked in the maze of Witchwood. Unlike Fairytale Town, which has multiple locked points of interest, Witchwood is the only locked area of Haunted Hilltop. You will need the Bronze Key to access this sector. The note about the lost Trident of Neptune's Palace points you to Witchwood, a locked area that can only be accessed with the Woeful Mask in hand.
The journey to get this mask is long if you don't know where to look. The Woeful Mask is locked behind several small puzzles and is perhaps the hardest item to get in Crow Country.
